Why can't I send MMS on my iPhone (it previously worked) ?

If you upgraded your iOS version on your iPhone, you may have deleted your previous MMS settings.

You will need to manually re-input your iPhone's MMS settings, either by jailbreaking or by following the manual configuration instructions for iPhone from
