Why can't I send/receive picture messages (MMS) on my iPhone?

Picture messaging, or MMS, for iPhone is available only if you can manually configure your iPhone's MMS settings. Unfortunately, this is a limitation placed on the iPhone by Apple. Fortunately, there are many ways to get this to work!

In order to manually configure your iPhone's MMS settings, your iPhone should be unlocked. If your old carrier locked your iPhone, as them for your unlock code. They have to give it to you!
